Any exterior modification to an existing residence within Kinston, including the installation of a deck, patio, patio cover, front/side/rear landscaping, fencing, or any other physical alteration to the exterior appearance of a house or yard, must be approved in advance by the Design Review Board. In order to minimize redesign efforts, application for additions, modifications or other improvements should be reviewed and approved by the Design Review Board prior to any submission to the city of Loveland for permits.

Applications should be submitted with attachments detailing the intended modification. In order for an application to be reviewed by the Design Review Board, a picture of the home must be provided.

Only 3 styles of fence design are permitted within Kinston, and is also dependent on if the lot abuts a common area or street. Applications must state if and where the 3.5’ split rail or the 6’ privacy fence will be used. The Front yard fencing design can be used in limited areas.
If installing the split rail fence design, indicate if wire mesh will be used. Mesh must be installed per specifications in Guidelines. The posts are installed outside, then the rails, and the mesh is installed last, closest to your home. See sample images in the Design Guidelines.
Gate design can vary from the standard fence design. Application must state if the gate will match the fence design, or provide an image and dimensions if proposing an alternate design.
The only stain approved for Kinston is SW3023 Flagstone Solid.

Important info: Landscape, Turf & Fencing

Before completing this application, please review these common questions regarding landscaping and fencing to ensure your plan conforms to the Homeowner Modification and Design Guidelines. Reviewing these items ensures a smoother approval process, and avoids improper installation which would need to be corrected.

Each owner shall landscape their front and rear yard within 180 days from purchasing the home. (Sect. 2.18.1)
If purchased during the winter landscape must be completed by the following October 1. (Sect. 2.18.1)
Gravel mulch must be brown, tan or grey (2.18.9). Dimensions for open gravel area are addressed in Section 2.18.9. Landscaped edges of residential parcels should blend with the adjacent parcel. Harsh lines or the edges of properties, such as abrupt changes in mulch type/color or plant material placed in an obvious line, should be avoided. (Sect. 2.18.15)
Turf limits promote a “water-wise” community value. To encourage water-wise landscaping, no more than 25% of the total landscaped area (the total Lot area excluding the house footprint, driveway, sidewalk and patio, see Calculate Allowable Turf) of any Lot shall be irrigated turf. No more than 40% is permitted if an alternative lawn grass is used. Reference Figure 2.18C for an example of a landscape typical. (Sect. 2.18.4) Applications must state what type of turf is proposed.
A minimum of 60% of the landscaped area shall be composed of landscape plantings or landscape features, without large plain areas. (See Sect. 2.18.9 and 2.18.11)
Open views throughout the neighborhood are encouraged. Planting a continuous opaque hedge or similar around the entire perimeter of the Lot is prohibited. Selected outdoor areas may be screened from neighboring views using deciduous or evergreen plantings. (Sect. 2.18.12)
Foundation plantings are needed for certain lots. For yards visible from a public street or common area the minimum requirement is one row of five (5) gallon shrubs planted on 3’ centers located along the foundation excluding patios. Air-conditioning condenser units shall be screened from views from streets, trails and open space by minimum 5 gallon shrubs , 3’ on center. (Sect. 2.18.11)
The number of needed trees differ depending on each lot size and location. Refer to Figure 2.18.D tree matrix for reference. Criteria include if the lot backs to common areas, streets, or corner lots.
Materials submitted must include photos of the house and location of improvement, design drawing and written description, and dimensions of turf and gravel areas to help DRB review required percentages on plan. Please provide the percentage calculations to ensure sufficient information is present to do the review.
Follow your approved design plans. Straying from plans approved by the Design Review Board could lead to needing to fix the issue.
If fence abuts a sidewalk, the fence must be setback from the sidewalk 4’ with continuous plantings between the fence and the sidewalk. (Sec. 2.10.1(d))
