Kinston Governance Overview
Achieving the shared vision for Kinston at Centerra is assisted by four distinct, yet complementary entities: Kinston Metropolitan Districts #1 through #10 (the Kinston Districts), Centerra Metropolitan District #3 (the Centerra District), Kinston Community Association, Inc. (Association or KCA), and the Centerra Engagement Association (CEA).
These entities collaborate in providing resident programs and events and preserving special community landscapes and amenities.
Kinston Community Association
Achieving our shared vision for Kinston is facilitated by a Colorado nonprofit organization, known as Kinston Community Association, Inc. (or KCA, for short).
The KCA works in partnership with residents to provide dynamic leadership for the Kinston community by cultivating a rich variety of activities and programs and by preserving special community landscapes and neighborhood settings.
Governed by a Board of Directors and overseen by a community operations manager, the Community Association enforces the Covenants, Conditions, and Restrictions for Kinston (CC&Rs)* – a system of standards and procedures for the overall development, administration, and preservation of the residential portion of Kinston at Centerra. All residential property owners are members of KCA.
Centerra Engagement Assembly
Culture requires cultivation. To emerge and grow within a community, culture needs visionaries and champions. The Centerra Engagement Assembly (CEA) takes a vigorous arts and events scene in Centerra to new heights with Sounds of Centerra, Halloween Hullabaloo, Wild Wonderful Weekend and Santa’s Workshop. Watch for CEA events on Kinston’s event calendar and the Centerra events calendar.
Kinston Metro Districts #1 - #10
Each neighborhood within Kinston is located within one of a series of Kinston Metropolitan Districts. These government entities and political subdivisions of the state of Colorado are designed to serve as a perpetual quasi-municipal corporation to finance public infrastructure and to provide governmental structure for the operation and maintenance of District improvements and facilities.
Governed by an elected five-person Board of Directors and overseen by a district manager, the District benefits Kinston homeowners through property taxes collected through Larimer County in the form of a mill levy to support the construction, maintenance, and replacement of open spaces, natural areas, parks, landscapes, detention ponds, and other public infrastructure. All residential property owners are members of the District. The District is managed by Pinnacle Consulting Group.
Centerra Metro District #3
All areas of Kinston are located within Centerra Metropolitan District #3.
